Minutes from 2000 Annual Meeting

 

 

 

The annual meeting of the Willow Farm Pool and Homes Association was held at the North Oak Christian Church, 9900 N. Oak Trafficway, Kansas City, Missouri, on February 5, 2000. President Dave Whiteman called the meeting to order at 9:10 A.M. and opened by introducing the current board members. Dave presented the agenda which included the election of new board members, review of 1999 activities, review of 1999 budget, review and approval of proposed 2000 budget and a vote on the proposed change to Article VI, Assessments, section 6.2, rate of Assessment in the bylaws of the Home Association.

The first order of business was a reading of the minutes from the 1999 annual meeting.

Dave then presented the financial review of 1999's budget. A motion was made and seconded to accept the budget from 1999. The motion passed on a voice vote.

After some discussion a motion was made to vote on the proposed change to Article VI, Assessments, section 6.2, rate of Assessment in the bylaws of the Home Association. Based a count from Association members present and proxy's turned in the proposal passed by a vote of 44 in favor, 19 opposed. A 2/3 majority was required to pass the proposal.

Article 6.2 will now read as follows:

6.2 Rate of Assessment. The annual assessment shall be as determined each year by the board of directors of the association, provided, however, that the annual assessment for improved lots shall not exceed $300 (three hundred) unless the membership wither present or by proxy at said meeting authorized and annual assessment in excess of $300 (three hundred). The annual assessment for each unimproved lot covered by this declaration shall be one hundred percent (100%) of the annual assessment for each improved lot. As amended 2/5/00.

The budget for 2000 was presented and discussed by Association members present. The Board proposed a budget of based on Homes Association Dues of $275 per household. A motion was made and seconded to accept the budget as proposed. The motion passed on a voice vote.

A review of 1999 pool activities was given. A lot of discussion was centered on problems the association had in regards to pool violations, rude behavior, etc. The board asked for help from Association members in curbing the problems by reporting any violations, etc. to a board member. A new way of managing by committee rather than a pool manager is one way the board is going to try to address some of the issues for the 2000 swim season.

A motion was made from the floor and seconded to change the fees charged to the swim team to $10 more than the current fee for all swim team member families that do not live in the Willow Farm Home Association neighborhood. The motion passed by a voice vote.

A review of the 1999 grounds activities was given.

The board presented an idea to the members to consider changing the bylaws to allow for the possibility of assessing fines for Home Association Rules violations. Any member violating the Rules would be given all reasonable consideration to correct the situation before any fines would be levied. A motion was made by Mike Asbury and seconded by Bruce Baldwin for the board to pursue such a change to be presented at next year's annual meeting.

A voice vote was taken to re-elect Rick Hetherington and Charles Bruns to an additional two-year term on the Home Association Board. Also elected to the board to replace John Rolf was Bill Yocum.

A motion was made to adjourn the meeting. The meeting was adjourned at 11:10 A.M.
